CASE#!;

DISCUSS PROCESS FOR PARK BUILDING FOR ELlVICREST PARK
By: Mark Riverblood, Parks Supervisor.

Background:

Within the projected 2008 Parks Capital Improvement program is a $500,000 estimate for a
community building for Elmcrest Park. Of that dollar projection, one half is shown as coming
from the Park Trust Fund, with the other half proposed from a philanthropic organization.

Earlier this year, City Council authorized the Park and Recreation Commission and staff to
begin planning for the project with the goal of presenting to Council, a vision of the full
service building and a projected cost.

Observations:

The purpose of this case is to identify a process and work plan for moving the Elmcrest Park
Building forward. There are many different elements to this proposed project - including
identifying the various stakeholders, design development, determining project scope and cost,
and securing funding. Commissioner Backous has made some progress in terms of stakeholder
research, and staff will present additional information on the design..build process, square
footage cost estimates as well as building examples.

Commission Action:

Based on discussion

Reviewed by:
Director of Public Works/Principal City Engineer
Civil Engineer II

P&R: 09/11/08

55
