<br />the Planning Commission about the elements of the Ramsey.vision. He asked if this is a vision <br />statement that the Planning Commission can Jive with or has problems with. <br /> <br />Commissioner Rogers asked if Ramsey is an alternative or supplement to the Planning <br />Commission. <br /> <br />Chairperson Nixt explained Ramsey3 was an alternative process to gather information from <br />citizens to drive a future land use plan for Ramsey, which would be a tool available to the <br />planning authority to use to evaluate in 2008 and beyond. <br /> <br />Chairperson Nixt stated the . presentation has background information and summary that is <br />culminated in a final report and will go to the City Council for consideration next Tuesday. He <br />stated tonight the Planning Commission cannot "get their arms around" the contents of the report <br />so, for the purpose to bring closure to this process tonight, he would suggest instead of making a <br />recommendation to make a request that the City Council consider, as part of acceptance of the <br />Ramsey3 detailed final report, and evaluate whether the Planning Commission should receive the <br />report. If so, to also think how the planning process of the Planning Commission should be <br />modified to give time to properly reflect the results of the report and allow discussion that relates <br />to it. Chairperson Nixt stated he cannot make a recommendation about a document he has not <br />even seen. <br /> <br />Chairperson Nixt suggested staff identify areas in which the Ramsey report findings have been <br />incorporated into the three land use plans that will be presented on Tuesday, whether any of the <br />recommendations were incorporated, specifically rejected, or are still being considered. <br /> <br />Commissioner Brauer asked if it is possible for the Planning Commission to receive a copy of the <br />final report by this weekend. <br /> <br />Commissioner VanScoy stated this is a very large document, covering land use as well as future <br />planning for Ramsey, which is above and beyond what the Planning Commission would <br />ordinarily deal with. He stated this seems to be something the City Council needs to utilize. <br /> <br />Chairperson Nixt agreed and stated his suggestion is that the City Council evaluate the report and <br />then indicate to the Planning Commission how they want the final report information utilized so <br />the Planning Commission can become familiar with what it contains. <br /> <br />Commissioner VanScoy noted this document will impact policy, and eventually land use zoning <br />if adopted. <br /> <br />Commissioner Brauer stated the intent is not policy as much as process. He stated the final <br />report recommendations suggest a citizen input process that is entirely differently than used in <br />the past and talks about the potential for alternative zoning techniques and practices that are also <br />entirely different than done in the past. <br /> <br />Planning Commission / August 7, 2008 <br />Page 8 of 10 <br />
