Mayor Gamec stated that when they first began the newsletter and sold advertising, it took them
a lot oftime. He stated that if the City were to do this now, he feels it would almost take a full
time person to do the work.

Councilmember Dehen stated that it seems like it is a way for the City to bring in some revenue.
He stated that he feels the City needs to consider getting creative with ways to raise money in
these lean economic times. He stated that it may not be this idea, but he feels the City needs to
start thinking outside of the box.

City Administrator Ulrich stated that perhaps the City could do advertising inserts in the existing
newsletter.

Councilmember Look asked how many issues of the newsletter are sent out each year.

Human Resources Manager Kone' stated. that the. City is required by Charter to do 6 issues, but
usually there are closer to 8 issues a year.

Councilmember Dehen stated that perhaps the inserts would be less annoying than ads in the
actual newsletter.

Mayor Gamec stated that he thinks it is actually more expensive to put in inserts.

Councilmember Look stated ifthe City charged $500 per ad and put 8 ads in the newsletter, that
would cover the costs of a 4-color process.

Councilmember Dehen asked who would decide which ads got put in.

Councilmember Look suggested that it would simply be first come, first served.

City Administrator Ulrich stated that he will get more information from Prime Advertising to see
what they are doing with other cities and explore some other options. He stated that another
potential revenue generating project he would like the Council to consider is trying to maximize
the use of the City Hall facility. He stated that he would like to know what the Council would
think about leasing out space in the building to a public agency, such as a library, post office or
license agency. He stated that he feels there could be space available on the first floor of the
building.

Mayor Gamec stated that he feels a license center would be an excellent fit in the building.

Councilmember Olson stated that she would love to get the license bureau out of their current
location.

There was a consensus of the Council to pursue options to lease a portion of the building to a
public agency. The priority order they would like to see pursued is: license bureau; post office;
then library.

City Council Work Session / Monday, August 18, 2008
Page 6 of 12
