<br />Councilmember Dehen stated that transcript costs can be very expensive and he. thinks the City <br />should take the position that those are taxable costs. <br /> <br />Mayor Gamec stated that he thought that City Attorney Goodrich already gave his opinion that <br />these are not taxable. <br /> <br />Councilmember Jeffrey stated that he thinks the City really needs to dig in and challenge that <br />opinion. <br /> <br />Police Chief Way stated that he will do some additional checking into this, but noted that the <br />City is changing its procedure and holding pre-trial or pre-hearings before the actual <br />administrative hearings. He stated that Mike Scott is coming and hearing the information to see if <br />there is enough there to actually have an official hearing. He stated that this should help bring <br />costs down. He stated that perhaps the City could require a filing fee to help recoup some costs. <br />He stated that he would like to wait until winter to tweak these policies because right now is the <br />busiest time in dealing with these situations. <br /> <br />Finance Officer Lund stated that for Community Programs, there is a contract with a set amount <br />of money for the City to contribute to Community Education. She stated that the City can use up <br />to 30% ofthe gambling funds for community programs. <br /> <br />Councilmember Look asked what the City gets for the contribution to Community Education. <br /> <br />Police Chief Way stated that they are involved in the after school programs. at the elementary <br />schooL . He stated that this money also goes towards the salary of Jill Smith at the schooL <br /> <br />Councilmember Look stated that he would feel more comfortable if the City had a breakdown of <br />what their expenses are for Community Education. He stated that he is concerned that the <br />money is not being put to good use. <br /> <br />Councilmember Jeffrey stated that he agrees that the City should have some definition of our <br />contribution amount and how it benefits the community. <br /> <br />Police Chief Way stated that the change in the Police Protection budget for 2009 includes one. <br />less Community Services Officer. He stated that the expense that really stands out is gasoline <br />costs. <br /> <br />Captain Dwyer stated that the average monthly cost for gasoline has been around $8,000. <br /> <br />Councilmember Olson asked how the City bought the gasoline. <br /> <br />Police Chief Way stated that the officers go to local gas stations. He stated that they have looked <br />into contracting and having our own supply of gasoline, but the costs are very high for that <br />because of the tanks, permits and necessary inspections. <br /> <br />City Council Work Session / Monday, August 18,2008 <br />Page 8 of 12 <br />
