CITY COUNCIL WORK SESSION CITY OF RAMSEY ANOKA COUNTY STATE OF MINNESOTA The Ramsey City Council conducted a City Council Work Session on Tuesday, September 2, 2008, at the Ramsey Municipal Center, 7550 Sunwood Drive NW, Ramsey, Minnesota. Members Present: Mayor Thomas Gamec Councilmember John Dehen Councilmember David Elvig Councilmember David Jeffrey Councilmember Matt Look Councilmember Mary Jo Olson Councilmember Sarah Strommen (arrived at 5:53 p.m.) Also Present: City Administrator Kurt Ulrich Assistant City Administrator Heidi Nelson Community Development Director Amber Miller Asst Community Development Director Sylvia Frolik Parks Supervisor Mark Riverblood Police Chief James Way CALL TO ORDER Mayor Gamec called the City Council Work Session to order at 5:42 p.m. APPROVE AGENDA The agenda was approved as submitted. COUNCIL TOPICS FOR DISCUSSION 1) Proposed Bass Fishing Regulations on Mississippi River Joe Stewart and Eric Altena of the Minnesota Department of Natural Resources (DNR) introduced themselves. Mr. Altena stated that he has worked in Minnesota since December of 1998. He stated that the proposed regulations on the river will extend the current regulations between St. Cloud to the Coon Rapids Dam. He noted that the regulations would have the 12-20 inch protected slot for smallmouth and lover 20 inches. He stated that the regulations would include all tributaries to the first dam or public road. He stated that they are proposing that this be a permanent regulation, not an experimental regulation. He stated that the regulation began in 1990 between Elk River and Clearwater and was expanded in 1999 from Dayton to the St. Cloud dam. He stated that they conducted angler surveys in 1992, 1997, and 2007 and, for the most part, they support the proposed regulations.
