This report will <br />identity the existing street condition along with the proposed improvements and the <br />associated costs ~u~d Financing, including the cost to each benetitted property. Finally this <br />report will provide a passible project timeline. <br />EYTSTING CONDITIONS <br />The surface of the c;xistin$ roadway is primarily native sand material with some <br />aggregate;, that have been added to portions aFthe roadway, The rotadway width is 16 to <br />1 S c:et wide;. The street terminates in a dead end apprcaximately 80Q feet north of l ~79~" <br />Lane (Ct~.~7j with an irregularly shaped bulb which is ~aughiy 35 t~ ~Q feet at its widest <br />dirr~enslan. 'T'his bulb functions very poorly as a turn arnG~nd for large errtergency vehiclc;s <br />and city pla~vs and is even problematic: fir pas~eng~r vehiclea to turn arQUnd without <br />entering a private; driveway. <br />Tl~e project area is not platted ~tind a review aF County records indicates that a ;i3 foot <br />rand easement exist~,,an the prapbrtics located on the west side of the street and a 30 foot <br />access easenn.ent exists on the properties nn the east side of the street. A review of the <br />property deed's by the City Attaruey will need to be m~.de to determine whether sutFicient <br />property rights exist to facilitate a~:wide roadway. The exact location of the existing <br />raadrvay within these easements: is uncertain. <br />The northern 2OQ feet of the roadway drains northward into the City of Nowthen. The <br />sc~utlZern 6S0 feet oEthe roadway drains ~:asterly auto the: adjoining property and toward <br />Rogers L,alce. 1*3ecause of the relatively steep grads toward the lake, there is little ponding <br />except far the area at the youth end a F the project area.
