Councilmember introduced the following resolution and moved for its adoption: <br />RESOLUTION #08-09-~;XX <br />.RESOLUTION .AUTHORIZING THE RENEWAL OF THE ANOKA COUNTY JOINT <br />LAW ENFORCEMENT COUNCIL JOINT POWERS AGREEMENT <br />WHEREAS, in 1970, the .Anoka County Joint Law Enforcement Council (ACJLEC) <br />was formed and-was modified in 1982 and 2001 to add a number of cities and representatives; <br />WHEREAS, in 2003 a Joint Powers Agreement (JPA) was entered into by members of <br />the ACJLEC to plan, implement and maintain a public safety communications system in Anoka <br />County; and <br />WHEREAS, these JPAs have made possible a remarkable degree of cooperation -and <br />coordination between law enforcement agencies in Anoka County; and <br />WHEREAS, the law enforcement needs of the County have evolved creating new <br />challenges requiring a modification of the existing JPA; and <br />WHEREAS, the current JPA incorporates the previous JPA .for the public safety <br />communication system (2003), the previous amendment of the JPA for the Joint Law <br />Enforcement Council (2001) into a single JPA, eliminating the provisions that no longer apply <br />due to completion; and <br />.WHEREAS, the JPA clarifies the procedure for withdrawal, including the 30 day notice <br />provision; and <br />WHEREAS, the JPA makes the County Attorney a voting member of the Council; and <br />WHEREAS, the JPA clarifies the start and .end dates of the terms of the JLEC <br />membership and allows for the member agencies to designate someone else from their agency to <br />attend and vote when the regular member is absent; and <br />WHEREAS, the JPA sets forth the budget process for funding the RMS and <br />communications system, along with any future projects; and <br />WHEREAS, the JPA sets forth the termination of the agreement including what happens <br />to any property the JLEC possesses upon termination. <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br />RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br />1) That the Anoka County Joint Law Enforcement Council recommended that the agreement <br />be updated to address the current issues as stated above. <br />-108- <br />
