PUBLIC HEARING # <br />PUBLIC HEARING AND LEVY OF ASSESSMENTS FOR PAST-DUE CHARGES ON <br />MUNICIPAL UTILITY BILLS AND CURRENT SERVICES RENDERED <br />By: Diana Lund, Finance Officer <br />Background: <br />The City of Ramseyprovides varying services that are billed directly to residents through the <br />municipal utility bill and through city invoices. During 1994,. the City passed Ordinance #94-13 <br />which allows for the..certification of payments for current services that are delinquent as of <br />September`1 of each year. <br />This is the tenth year 'that the- City of Ramsey will be /certifying delinquent payments as <br />assessments to be collected' with property taxes payable- in 2009. The total of delinquent <br />payments as of the writing of this case was $347,287.99[which includes penalties and interest]. <br />This amount is anticipated to change after collections through September 23, 2008 are posted. <br />The new amount will be theamount to be included in the attached resolution for certification. <br />Any payments received after September 23, 2008., and through November- 7, 2008, will be <br />indicated as "prepaid" when the list is transmitted to Anoka County for certification. <br />Attached is the resolution certifying the delinquencies and the most current list of_delinquent <br />accounts. The residents that are listed on the delinquency list have all been notified via letter <br />from the City. It should be noted that this letter generated several phone calls to the City from <br />residents who either said the bill was the former owner or that they did not receive a bill. Those <br />accounts where the former homeowner has moved out and left a balance owing on their account,. <br />the City follows the policy that all delinquent bills follow the property and not the person.. In <br />answer to those residents who stated that they never received a bill, it was discovered -that <br />approximately one hundred of the fourteen hundred delinquent accounts had a `bad' mailing <br />address. This `bad' mailing address was picked up .during the time of the utility billing <br />conversion from Connexus Energy and OPUS 21. The mailing addresses are being corrected-and <br />all late fees are being waived. <br />Funding Source: <br />No funding required. <br />Council Action: <br />Hold public hearing and then motion to adopt Resolution #08-09-X~~ .Adopting Assessments <br />for Past-Due Charges on Municipal Utility Bills [Which May Include Water, Sewer, Street <br />Lighting, Recycling, Storm Water Charges and Penalties Incurred] and Current Services <br />Rendered. <br />-111- <br />
