CASE # ,~ <br />PUBLIC HEARING AND LEVY OF SPECIAL ASSESSMENTS <br />FOR THE 2008 STREET MAINTENANCE PROGRAM <br />By: Steven J Jankowski, City Engineer <br />Background: <br />The 2008 Street Maintenance Program consists of six individual projects addressing the <br />maintenance needs of 17.9 miles of streets. One project IP 08-06 which was proposed as <br />a bituminous overly of Andrie Street and 164' Lane. in-the Northfork subdivision was <br />eliminated to consider the possibility of expanding the scope of that project. Four <br />projects involve crackfill/sealcoat projects covering 14.3 miles of roadway, Two projects <br />involve a 1'/~ inch bituminous overlay covering 3.6 miles. Individual projects have <br />combined subdivisions having similar pavement areas per unit into single projects. to <br />reduce administration costs. <br />All projects have been substantially completed and the. final costs have been determined. <br />It is City policy to assess 50% of the project cost to the benefited property owners for <br />overlay projects. 'The sealcoat/ crack fill assessments were previously also assessed 50% <br />of the project cost, however the assessment on this type of maintenance work is being <br />phased out over the next several years. This year the assessment for sealcoat/crack fill <br />work is 43% of the,project cost. "The remaining portions of these projects are financed <br />through City general funds and Municipal State Aid (MSA) funds for IP 08-04 which <br />includes MSA streets. <br />Below is a summary of the assessments proposed on each project along with a <br />comparison to the estimated cost mailed to property owners prior to the March 11, 2008 <br />public hearing. The actual costs exceeded those estimated in the feasibility study as <br />illustrated below.
