RESOLUTION #OS-09- A RESOLUTION ADOPTING FINDINGS OF FACT # RELATING TO A REQUEST FROM PSD, LLC, FORA CONDITIONAL USE PERMIT TO EXCEED SIGN SIZE RESTRICTIONS FOR THE RAMSEY OFFICE PLAZA AT 7533 SUNWOOD DRIVE N.W. WHEREAS, the City of Ramsey received an application from PSD, LLC for a conditional use permit to exceed the sign size restrictions on the property generally known as 7533 Sunwood Drive N.W. and legally described as follows: Lot 1, Block 1, Ramsey Town Center 1 l~' Addition, Anoka County, Minnesota ("Subject Property") NOW THEREFORE, BE IT RESOLVED BY THIS CITY COUNCIL OF.-THE CITY OF RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: 1. That in 2006, the City .issued a Sign Permit to PSD, LLC for two (2) wall signs at two hundred fourteen (214) square feet each; both signs were placed at the top of the 3rd story of the building; one facing north (street frontage) and one facing south (parking lot frontage); the signs exceeded what is permitted in the Town Center Sign regulations; -Staff utilized the flexibility in 9.20.25 (Town Center), Subd. 11 (Relationship To Other City Code Sections) to default to 9.12.08 (Signs -Business Type Districts), Subd.l.a (Business Use Signs) and determine that the two (2) signs at the top of the 3rd story qualified as Business Identification, the total area of which did not exceed the allotted 15% of the front facade building area. 2. That in 2008, in accordance with Town Center sign regulations that allow for two (2) awning signs per business on the ground floor of a building, the City issued a Sign Permit to PSD, LLC for one (1) 24 square foot awning sign on the east wall to identify the entrance to Fountains of Ramsey, .one . occupant of the ground floor of the building. 3. That Town Center Sign regulations restrict wall signs to one (1) per street frontage at 5% of the area of the ground level building facade or 24 square feet, whichever is less, with letter sizing restricted to 12 inches or less in height. . 4. That PSD, LLC, is proposing to install two (2) wall signs identifying "Fountains Of Ramsey" on the north wall (street frontage) and on the south wall (parking lot frontage) of the Ramsey Office Plaza on'the Subject Property; and that each wall sign is proposed to be channel letters, a maximum of 18 inches in height, that will occupy a wall space of 30 square feet. 5. ,That Town Center sign regulations allow for one (1) directory sign at each entrance and the size is restricted to 4 square feet with letters not to exceed 4 inches in height. 6. That PSD, LLC is proposing to install one (1) directory sign at the Sunwood Drive pedestrian entrance that measures 24 square feet in size, with letter heights ranging from 2.75 to 4.5 inches. -14-
