<br />CASE # <br /> <br />b <br /> <br />REQUESTFOR A CONDITIONAL USE PERMIT TO CONSTRUCT A RELIGIOUS <br />INSTITUTION IN AN R-l SINGLE FAMILY RESIDENTIAL DISTRICT; <br />CASE OF SAINT KATHARINE DREXEL CATHOLIC COMMUNITY <br />By: Sylvia FroIik, Assistant Community Development Director <br />Tim Gladhill, Associate Planner <br /> <br />Background: <br /> <br />The applicant is requesting a conditional use permit to construct a church onthe property located <br />on the northwest corner of Variolite Street NW and 161 st Avenue NW. Churches are permitted in <br />the R-1 Residential zoning district through the issuance of a conditional use permit. A site plan, <br />comprehensive. plan amendment, and minor. subdivision are being processed with this <br />application. <br /> <br />The following items are enclosed for your information: <br />a) Site location map <br />b) Site plan <br />c) Planning Commission Minutes dated April 3, 2008 <br />d) Proposed Findings of Fact <br />e) Proposed Conditional Use Permit <br /> <br />Notification: <br /> <br />In accordance with City Code, property owners within 700 feet of the subject property were <br />notified of the public hearing. <br /> <br />Observations: <br /> <br />The applicants have submitted a site plan and minor subdivision in addition to the conditional <br />use permit application in order to construct a 10,000 square foot church on the property located <br />on the northwest corner of Variolite Street and 161st Avenue NW. While City Code doesn't <br />explicitly allow churches within the R-1 Single Family District, it permits them through the <br />conditional use permit process. . <br /> <br />Due to the business-like natUre of 'churches with regard to site layout and design, staff is <br />recommending as part of the conditional use permit that B-1 Business standards are utilized in <br />the review of the site plan and sketch plan, which would provide a higher standard for site <br />design, landscaping, and architecture than the typical single-family residential district. <br /> <br />Recommendation: <br /> <br />The Planning Commission met on April 3, 2008 to hold a Public Hearing and recommended <br />approval of the request. <br /> <br />Funding Source: <br /> <br />All costs associated with processing the application are the responsibility of the applicant. <br /> <br />-219- <br />
