Voting Yes: Councilmembers Look and Dehen. Voting No: Mayor <br />Gamec and Councilmembers Jeffrey, Olson and Strommen. Abstaining: Councilmember <br />Elvig. <br /> <br />Donna Heinrich, 14Sth Avenue, stated that she has been a teacher at PACT for 9 years. <br />She stated that she wanted to say that even when things come up like this, that are <br />contentious, she feels it is important to have this debate. She agrees that there are good <br />people on both sides. She stated that she has not worked for a finer staff or administrator <br />than she has at PACT and took offense to some comments made by Councilmember <br />Look. <br /> <br />Mayor Gamec stated that he wanted to stop her comments because he didn't want this to <br />turn into a debate about people. <br /> <br />Councilmember Look stated that he did not think he made comments insulting the staff, <br />but thinks the discussion has gotten out of hand. He stated that he doesn't want people <br />thinking that he is cutting down the PACT school. <br /> <br />Mayor Gamec reiterated that the City isn't involved in the lawsuit. <br /> <br />Case #4: <br /> <br />Request for a Conditional Use Permit for a Private Dog Kennel to <br />Maintain Four or More Dogs on a Parcel; Case of Lynette and David <br />Randall <br /> <br />Assistant Community Development Director Frolik stated that City Code restricts the <br />number of dogs owned on a parcel to three and for residents to have more they need a <br />Conditional Use Permit (CUP) for private kennel. She stated that the occupants at 7960 - <br />171 st Lane have five house dogs and are trying to comply with City Code. She stated <br />that the property is 2.27 acres. She stated that there was a public hearing held at the <br />Planning Commission and there was one neighbor that said there have been times when <br />the dogs have gotten off the property. She stated that the Planning Commission did <br />recommend approval with the stipulation that when the dogs are outside they are <br />physically contained at all times either by using a leash or fencing. She displayed a <br />photo of the Randall's back yard where they have installed temporary fencing. <br /> <br />Mayor Gamec stated that he has had calls on this issue and the main concern was <br />maintenance and control. <br /> <br />Ms. Randall stated that when she walks them they are always on a leash and of her five <br />dogs, before the Planning Commission meeting, two of her dogs were never out unless <br />they were tied up. She stated that the one dog she did let be uncontained she let out in <br />back yard.
