City Engineer Jankowski noted that there are a handful of properties that have landscaping in the
right of way on Andrie Street. He stated that similar to the project on 145th Lane and 145th
Avenue, the City could work with residents. He stated that about half of the people that
. complained about the sidewalk didn't even live on the side of the street that it would be located.
He stated that the City received a letter after the public meeting from a resident that was
intimidated by the ferocity of the people in attendance speaking against the sidewalk, but wanted
the City to know that she supported a sidewalk, because she is a walker. He stated that he thinks
there are others out there that support a sidewalk, but do not want to make enemies of their
neighbors.

Vice-Chair Dehen stated that he sees trails as having a community-wide benefit, but sidewalks as
benefiting the neighborhood.

Motion by Councilmember Olson, seconded by Vice-Chair Dehen, to recommend that
considering establishing an assessment policy for MSA Street construction projects be discussed
by the full Council, at a work session.

Mo~ion carried. Voting Yes: Vice-Chair Dehen, Councilmembers Olson and Look. Voting No:
None. Absent: Chairperson Elvig.

Case #1:

Consider Authorization to Expand Municipal Center Conference Room

City Administrator Ulrich stated that Building Maintenance Supervisor Bray had gotten a quote
for construction of a mid-sized meeting room. He suggested that the Committee take a short
recess and tour the building to take a look at the current meeting spaces available as well as a
mid-sized room in the Police Department. He stated that when the Council needs to bump
people from the Alexander Ramsey room, there isn't another medium sized room for them to
use. He stated that the quote proposed that the original window frames be re-used and the carpet
tiles be taken up and used as replacement carpet for the Alexander Ramsey room and new carpet
installed. He stated that the HV AC, electrical and furniture expenses will be the highest cost.

Associate Planner Gladhill stated that there are some funds still available from when the City
sold back the furniture from the old facility. He thinks there is about $1,500 in the fund with the
furniture vendor.

Vice-Chair Dehen asked why the City didn't get bids from other vendors. He stated that the cost
was around $28,000, but asked how the City could be confident that someone else couldn't have
done the work for $15,000.

Building Maintenance Supervisor Bray stated that the original contractors are familiar with the
building and there may be some warranty issues with the HV AC equipment.

Vice-Chair Dehen stated that he wasn't following how this project is so unique that the work
should be done by the original contractor.

Public Works Committee / July 15,2008
