8) Adopt Resolution #08-09-170 Declaring Costs to be Assessed and Calling for a Public Hearing on Proposed Assessment for Past-Due Charges on Municipal Utility Bills (which may include Water, Sewer, Street Lighting, Recycling, Storm Water Charges and Penalties Incurred) and Current Services Rendered 9) Adopt Resolution #08-09-171 Authorizing Staff to Enter into a Contract with Ridge Rocker Roofing for the Replacement of the Shingle Roofs at the Central Park Facilities 10) Report from Finance Committee - moved to Case #5 on the regular agenda 1) Adopt Resolution Approving Proposed 2009 EDA Levy 2) Adopt Resolution Approving Proposed 2009 Payable Tax Levy 3) Review and Adopt Proposed 2009 General Fund Budget Motion carried. V oting Yes: Mayor Gamec, Councilmembers Look, Jeffrey, Dehen, Olson, and Strommen. Voting No: None. Absent: Councilmember Elvig. COUNCIL BUSINESS Case #1: Request for Comprehensive Plan Amendment; Case of City of Ramsey Associate Planner Gladhill stated that the Council approved a site plan earlier this summer for Ramsey-Arbor Properties and when they went to get their permit from the Met Council, they were told that according to the current Comprehensive Plan, this area wasn't available for urban services until 2010. Mr. Gladhill stated that this issue also impacts the parcel for BOB FM which is currently hooked up to urban services. He stated that Ramsey-Arbor Properties would like to pull a building permit this year, which is why staff is asking to put through a Comprehensive Plan amendment because the current Comprehensive Plan update will not be completed soon enough. Councilmember Dehen asked if the sewer and water will go all the way down Riverdale Drive. Associate Planner Gladhill stated that the lines run down Armstrong Boulevard south of Hwy 10 to the SE comer of the BOB FM site. Motion by Councilmember Jeffrey, seconded by Councilmember Dehen, to adopt the Resolution #08-09-172 approving the amendment and authorizing staff to submit the Comprehensive Plan Amendment to Metropolitan Council for approval. Motion carried. Voting Yes: Mayor Gamec, Councilmembers Jeffrey, Dehen, Look, Olson, and Strommen. Voting No: None. Absent: Councilmember Elvig. Case #2: Consider MnDot Signal Agreement THI0-Sunfish Lake Blvd Project #08-20 Assistant City Engineer Himmer stated that construction should begin in the area in a week or two. He stated that the upgrades to the area include the emergency vehicle signal tripper. He noted that this agreement doesn't change the City's obligation, it just restates it based on the new construction and new facilities. City Council / September 8, 2008 Page 4 of 10
