<br />Paint Source PotMlan.O points <br />Act:ordlng to the Minnesota Pollution Control Aljency, there are three <br />businesses that emit point sO\Jrce pollution. ThesE! three businesses are <br />regulated by the Minnesota Pollution Control Agency, but not all are regulated <br />locally (see Figure #3). The asphalt plant Is regulated by the Issuance of the <br />Conditional Use Permit that must be renewed every five years. Additionally, <br />there are three establishments under a NAICS code identified to be potential air <br />pollutants (8123 or 811120). None of these are regulated locally or by the state <br />with regard to pollution mitigation. Therefore, no points are awarded in this <br />subsection. <br /> <br />Air Quality Mitigation-3 points <br />While the City has significant canopy cover within Its boundaries, the majority <br />exists in the central and northern portion of the city (See Figure #4). Trunk <br />Highway 10 Is situated in the southern portion of Ramsey, which has historically <br />been dominated by agricultural land \.Ises. Those areas that have not been <br />devElloped with residential or Industrial uses remain farmland, leaving the <br />majority Qf arliliilsurroundlni HI6hway 10 With little or no canopy cover. The <br />axc:eptlon Is those areas along the Mississippi River and the undeveloped <br />Mississippi West, parkland. These developed and undeveloped areas have <br />retained their canopy cover. However, because no road within Ramsey meets <br />the qualification as ill /lmaJor road," all points were awarded In this category. <br /> <br />RAMSEY'S GOAL <br /> <br />Major Roads <br />Ramsey will continue to focus ,some residential growth near Highway 10, <br />particularly in the Town Center area. However, as the number of trips on <br />Highway 10 grows, It may meet this definition sometime In the future. <br />Furthermore, Ramsey's goal will be to mitigate the negative impacts of <br />decreased air quality near major roads by preserving its existing tree canopy <br />near Highway #10, espeCially when new parks, trails. day cares or schools are <br />developed. <br /> <br />Paint SOl,.lrce PQt/~tion <br />Ramsey does not have pl~lIi$ to increase the level of regulation on theSE! <br />polluting SQl.,ln::es beyond what i$ already' in place.
