<br />RAMSEY'S GOAL <br /> <br />Ramsey's goal Is toensyre elean and safe water for recreation, consumption <br />and natural habitat in Ramsey for residents and wildlife. <br /> <br />POLICY 01 RECTIONS <br /> <br />Groundwater and Drinking water quality <br />Since Ramsey Is stili developing, urban services (sewer and water) will continue <br />to be extended in a equitable and phased manner. Ramsey Is currently In the <br />process of updating their Comprehensive Plan, which will serve as a guide In <br />determining the amount of land that will be served, and at what time or in <br />what phase. In general, Ramsey's goal is to provide these services In an <br />incremental and contiguous manner, and to protect the Interests of existing <br />landowners and new development takes place. <br /> <br />,In the future (beyond 2030), all of Ramsey may be served by public sewer and <br />water systems, At this time, many of the septic and private water systems that <br />currently exist may be voluntarily removed and conneeted to public utilities. <br />Until that time however, the City will continue to assess the need for the <br />expansion of urban services consistent with the City's goals and direction from <br />the Metropolitan Council as required !"\nder state law. <br /> <br />The City will continue to enforce sej:ltlc pumping and_Inspection requirements <br />consistent with the existing polley. Through the Comprehensive Plan, the City <br />will discourage the development of septic systems for new development <br />outside of the existing MUSA boundary. <br /> <br />Surface Water Quality <br />The City will continue to use the shoreland protection ordinance and wetland <br />buffer ordinance In areas where private development is occurring adjacent to <br />water bodies in order to protect water quality. The City will continue to <br />monitor the effectiveness of these two policies and suggest changes as <br />necElssary to meet future goals. However, the City may never meet the HIA <br />threshold of providing 56.foot buffers around all surf~CEl water bodies. <br />LandownQr edueatlon, enforc:ement af Elxlstlng ordlnanclils and acqulsltloli of <br />Important natural resourcelil areas will contlnl.le to improve protElctlon of <br />surface water. <br /> <br />During the Comprehensive Plan update process, the eoncept of a strong <br />landowner education eampalgn has been discussed, and the CIty may develop <br />this further to encourage additional protection of surface water.
