Thosetew streets thl;lt have been reconstructed were done <br />so in conjunction "vith sewer and water improvements. The costs associated with the street replacement <br />were finunced.as a cost associated with the installation of the utility. Thus the City has no assessment policy <br />which pertains specifically to street reconstruction, The attached policy has evolved over many years as a <br />guide tor the assessment of sealcouting and overla.y improvements done in conjunction with the annual <br />Street Maintenance Program. This spring a proposed overlay of Andt1e Street and 165U1 Lane in the North <br />Fork subdivision was suggested to be transtbnned into an expanded scope project which would result in the <br />reconstruction of these roadways with concrete curb and gutter replacing the existing bituminous berm curb. <br />The purpose of this case will be to provide direction on the development of a policy tor the assessment of <br />reconstructed streets andparticull.ll'ly MSA streets. Such a policy will also allow for the completion of the <br />financing section of the feasibility study on IP 08-32, Andric Street/ 164tl1 Lane Itnprovements. <br /> <br />Attachments: <br /> <br />. This case presents an analysis estimating the MSA street need costs and <br />revenues over the next ten years. The conclusion of this analysis was that need costs will exceed <br />available MSA revenues, and that special assessments should be used whenever benefit to adj~lcent <br />properties can be demonstrated. <br />.
