If Flagship Fitness submits a bonafide proposal tor a fitness/community <br />center, it would seem appropriate to proceed with the fomlation of the Task Force to ensure that an <br />appropriate facility is designed for the community, If it is deemed necessary to use public funds to make <br />the project a reality, it may be appropriate to. delay formation of the task force lmtil some sort of survey <br />regarding the community's tolerance for use of public funds in the project. <br /> <br />Othertitness club developers (such as Lit\:time and LA Fitness) have been apprQached about developing <br />a facility in Ramsey without much interest to date. The City may want to proceed with a formal Request <br />for Proposal (RFP) from other fitness club providers in order to enhance the perceived competitiveness of <br />this process. <br /> <br />Throughout these. focus groups, it was discovered that there is still much uncertainty regarding the <br />Ramsey Town Center project. It appears that the perception is out there that there is no separation <br />between the Ramsey Town Center project and the City of Ramsey. Staff would recommend additional <br />communication with the community regarding the status of Ramsey Town Center and the City's role in <br />that project. <br /> <br />Staff RecommendlltiQo: <br /> <br />Given the uncertainty and public perception of public finances a.nd percli:ptiol1 of the City's role in <br />Ramsey Town Center, staff recommends delaying the formation of a task force until a propos~\l is <br />received from a private entity slIch as Flagship. Also, at this time the City could determine the need for a <br />community survey regarding voter tolerance for a bond referendum or public p~lrticipation. <br /> <br />Funding SQurce: <br /> <br />Establishment and facilitation of foclIs groups and task force are being oompleted as part of normal staff <br />duties. <br /> <br />Action Statement: <br /> <br />Provide feedback on remainder of Community Center Work Plan.
