I would think the already paid for consultant data <br />is still available for council consideration. <br /> <br />As I recollect the community center would be built with city participation (the building money would never <br />be paid back) If It was a success It would then by fees paid by users would pay 80% of the bills (with the <br />taxpayer paying 20% operation fees for the life time of the facility) these figures were based on the <br />most successful centers and most community centers do not reach this goal and the consultants <br />agreed 80% self sufficiency would be a optimistic goal. <br /> <br />This was determined to be too expensive at the time and remember this Is In the 90's when finances and <br />optimism regarding the stability of the economy was better. Slnc::e that time the city of Ramsey has <br />Increased Its debt load a considerable amount the pool of potential facility users has shrunk and the <br />confidence In the economy has diminished. <br /> <br />If the plan is to build in the town center it would be one more tax free building In the most expensive <br />property located In R.amsey a community center I believe would be like frosting over a unbaked cake and <br />at this time Is not advisable. . <br /> <br />Margaret Connolly <br /> <br />1 <br />-87- <br />
