Case # 1

BUXTON STUDY UPDATE
By: Sean Sullivan, Economic Development Coordinator

Background:

The Buxton group has completed the analysis for the Retail Market Study for the Town Center
and the 16ih Commercial node. Attached is a list of the retail matches by location for the study.
Brandon Norrell will give a presentation outlining the findings ofthe study and will address
questions that were asked by EDA members. Color Copies .will be available at the meeting or
earlier by request. The questions that were submitted include:

Need better clarity on surplus and leakage analysis and what that really means in true
opportunity. Discussion on impact of these relationships to conditions and potential.

We need to understand exactly how far the trade areas extend. Is Riverdale included (Menards,
Lowes, Home Depot)? Is Elk River included? Which stores? .

The rivers are barriers. I think the areas need to be tweaked to account for this. Can this be
done?

Impact on physical boundary like the river. Can not get there in twenty minutes?

Where did they get the assumptions for future growth? Is does not seem to take.Town Center
into account.

Although I understand they used a 12 minute drive, it seems to make sense to consider commute
directions and a resistance to drive away from town.

The traffic counts between Highway 10 and 47 seem off, how updated is this information?

How is it that household count divided into demand creates an average $ per household number
so much larger than the average income? Clarity.

How good is a match? Are there some matches that are stronger than others?

Once the EDA has a clear understanding the findings and direction of the Buxton StUdy a follow-
up meeting/presentation should be set up to report to community business leaders. The EDA and
City staff will be asked to select 20 matches and to have Buxton create marketing pursuit
packages. Additional marketing pursuit packages can be produced internally by utilizing the
Scout system. The results of the Buxton Study appear to be encouraging and this information
should better position Ramsey in the marketplace. Brandon has said that he has some
availability on October 13-15 to make a presentation to the local business leaders. This might
not be enough notice to set up a meeting so the EDA should consider a more realistic timetable if '
is deemed appropriate.

9
