Absent: Members Elvig and Strommen. <br /> <br />Case #3: <br /> <br />Buxton Study Update <br /> <br />Economic Development Coordinator Sullivan provided an update on the Buxton Study. He <br />stated the Buxton Group has completed the SCOUT, trade area and site assessment portions of <br />the study authorized by the EDA. <br /> <br />The EDA reviewed and discussed the City of Ramsey Retail Site Assessment dated August 2008 <br />(including the following information: 1) Ramsey's Retail Sites; 2) Retail Site 1 Analysis; 3) <br />Retail Site 2 Analysis; 4) Site Comparison; 5) Brief Segment Descriptions; 6) Appendix A: <br />Leakage and Demand Analysis; 7) Appendix B: Demographic Report). <br /> <br />Chairyerson Riley questioned whether the traffic counts included in the Retail Site Assessment <br />are accurate. <br /> <br />Assistant City Engineer Himmer indicated he will verify that the traffic counts are correct. <br /> <br />Questions were raised on the following areas of the Retail Site Assessment: 1) Defined retail site <br />area; 2) Leakage and Demand Analysis; 3) Demand for the Town Center project - clarity is <br />needed on the $1.2 billion in demand, which equates to $93,000 per household. <br /> <br />There was discussion on possible changes in the future to the defined trade area as a result of <br />Northstar and a possible river crossing. Economic Development Coordinator Sullivan indicated <br />that an update to the study could be provided when there are more details available on ridership <br />when Northstar is running in other areas. <br /> <br />Consensus of the EDA was to direct Economic Development Coordinator Sullivan to schedule a <br />special meeting with Brandon Norell to provide clarification on the above questions, and to <br />present any additional information that is available on the Buxton Study. EDA members will <br />email questions to Economic Development Coordinator Sullivan to be provided to Mr. Norell <br />prior to the meeting. Possible meeting formats would be Webinar or conference call. <br /> <br />Case #4: <br /> <br />Consider Acquisition of Water Tower Parcel <br /> <br />Economic Development Coordinator Sullivan reviewed that the City is considering the purchase <br />of property at 16600 St. Francis Boulevard, owned by Oakwood Land Development, for the . <br />construction of a water tower. At the July EDA meeting, the Board discussed acquiring the 14.2 <br />acre parcel, and possibly more, as part of project for the 16ih Commercial node.
