CASE # 3

WETLAND FUNCTIONS & VALUES STUDY
By: Chris Anderson, Environmental Coordinator

Background:

As you know, Bolton & Menk has been working on a Surface Water Management Plan for the
City. A component of that plan included completing the functions and values study of the 200
plus wetlands that had not been ground-truthed by Westwood Professional Services (WPS). The
additional field assessment work was completed in June of 2007..

The Surface Water Management Plan is very near completion and will likely be presented to City
Council, including the updated wetland management classification map, later this month or
sometime in November. Since the Environmental Policy Board was instrumental in initiating the
functions and values study, Staff wanted to update the Board regarding the completed work.

A total of 349 wetlands were preliminarily inventoried in the National Wetland Inventory (NWI)
mapping and by WPS. A total sixty-five (65) of these were determined to be non-wetlands by
Minnesota Certified Wetland Delineators (6 by WPS staff and 59 by Bolton & Menk staff). This
left a total of 284 wetlands that were placed into one of the four management categories (table
includes the numbers determined by WPS after field assessment of 136 wetlands in 2006 for
comparative purposes) as follows:

Summary of Wetland Management Classifications for Inventoried Wetlands
Wetland Management Final .
