<br />. Definition of topsoil: black dirt composed of unconsolidated material, with a sufficient <br />amount of undecomposed organic matter to establish a suitable foundation for vegetative <br />growth. The topsoil should contain no more than thirty-five percent (35%) sand content. <br />. Four (4) inches of topsoil to be spread across landscaped areas of all new developments. <br />. If this work is not completed at the time of issuance of Certificate of Occupancy, that an <br />escrow shall be collected to ensure the landscaping work is completed within six (6) <br />months of issuance date. <br /> <br />The Public Works Committee did note that while a topsoil requirement is an important step <br />toward water conservation, Staff should continue to work with the EPB on other means and <br />methods of water conservation that could be used for the whole community as well as possible <br />incentives to enhance the likelihood that residents implement them. <br /> <br />Recommendation: <br /> <br />Staffis recommending that City Code be amended to require four (4) inches of topsoil, defined <br />as black dirt composed of unconsolidated material, with a sufficient amount of uridecomposed <br />organic matter to establish a suitable foundation for vegetative growth, containing no more than <br />thirty-five percent (35%) sand content, in landscaped areas of all new developments. <br /> <br />EPB Action <br /> <br />Motion by Board Member and seconded by Board Member to <br />recommend that City Council adopt an ordinance requiring four (4) inches of topsoil III <br />landscaped areas of all new developments. <br /> <br />Attachments: <br /> <br />Public Works Committee meeting minutes dated July 15,2008 <br />MnDOT specification 3877 <br /> <br />EPB: 10/6/08 <br />
