CASE # I

IRRIGATION FOR RIVERDALE PARK - 2008 PARKS CAPITAL IMPROVEMENT
By: Mark Riverblood, Parks Supervisor

Background:

The 2008, Parks Capital Improvements Program (CIP), identifies irrigation as a need for
Riverdale Park. Earlier this year, the Park and Recreation Commission forwarded a work plan to
City Council that scheduled this project for construction in the fall of 2008.

The impetus for this project is that during dry periods the turf quality declines substantially,
resulting in a park space that is unattractive and underutilized. In addition, the park has been the
subject of significant volunteer tree planting contributions, (with many of the park trees
negatively affected during droughty periods). The most recent tree planting was the 2008 Arbor
Day collaboration between the Environmental Policy Board and Village Bank of Ramsey.
Further, neighbors of the area have been watering trees for many years with garden hoses relative
to a concern for the trees.

Observations:

The 4-acre Riverdale Park was dedicated to the City as part of the platting of the Rivenwick
single family home subdivision along the Mississippi River in the 1990's. The park's primary
purpose is to serve as a neighborhood resource for those residents south of Trunk Highway 10 -
169 near the future Mississippi West Regional Park, and Ramsey's boundary further to the east.
Since the initial construction of the park, many townhome units have been platted west of
Riverdale Park. The attached map shows the proximity of the hundreds of families who benefit
from the park.

Also attached are the CIP worksheet, and the schematic of the proposed irrigation project. Below
are the estimated construction costs of this project, as well as the annual anticipated operation
expenses.

Irrigation Detail

Irrigation, 12-zone, 2-wire system
Watermain connections, concrete pad, RPZ
Electric service, (Connexus) .
Meter socket and minor electrical
Contingency
Trenching, blacktop repair, restoration etc. by city forces
Total

$36,000
$6,000
$1,600
$900
$500
N/C
$45,000

The irrigation system annual operating cost is estimated at approximately $1,778 per acre (2009
dollars). This includes water, electricity, repairs and maintenance activity such as winterization.
This project at 4-acres then should be considered to require about $7,112 per year, in relation to
