Absent: Chairperson Nixt. <br /> <br />NOTE CITY COUNCIL MINUTES <br /> <br />The following Council minutes were noted: <br /> <br />1) City Council regular meeting minutes dated July 22,2008 <br />2) City Council regular meeting minutes dated August 12,2008 <br /> <br />PUBLIC HEARINGS/COMMISSION BUSINESS <br /> <br />Case #1: <br /> <br />Public Hearing - Request for a Conditional Use Permit for a Private Dog <br />Kennel to Maintain Four or More Dogs on a Parcel; Case of Lynette and <br />David Randall <br /> <br />Chairperson Nixt closed the regular portion of the Planning Commission meeting at 7:09 p.m. in <br />order to call the public hearing to order. <br /> <br />Public Hearine: <br /> <br />Chairperson Nixt called the public hearing to order at 7:09 p.m. <br /> <br />Presentation <br /> <br />Associate Planner Gladhill stated that on May 29, 2008, the City received an application from <br />Lynette and David Randall for a private kennel conditional use permit to maintain a maximum of <br />five dogs on the property at 7960 171 st Lane NW. City Code allows for a maximum of three <br />dogs per parcel; four or more dogs require a Conditional Use Permit. He stated this item was on <br />a previous agenda and was subsequently pulled because of a complaint received regarding <br />chickens on the property; staff is in the process of reviewing the Code for possible amendment <br />regarding the issue of chickens on the property and this matter will be addressed separately. He <br />presented a questionnaire prepared by the applicants and completed by several of the neighboring <br />property owners regarding the dogs. <br /> <br />Citizen Input <br /> <br />Mr. and Mrs. Harold Dowling, 8001 171 st Lane NW, appeared before the Planning Commission. <br />Mr. Dowling stated they live across the street from the applicants and expressed concern about <br />the dogs being under control. He stated the dogs have aggressively chased them up their <br />driveway approximately six times. He stated he has talked to the Randall's and has called the <br />police about the dogs. He stated the dogs bark continuously and requested the use of a bark <br />collar as well as a fence. <br /> <br />Planning Commission/September 4, 2008 <br />Page 2 of 12 <br />
