<br />Mr. Linnes stated that they have already turned away a potential buyer because of the paving <br />requirement because they were a heavy machinery company, which would continually damage a <br />paved surface. He showed a picture of his property looking onto the Amazon Auto site which <br />has no Class 5 and most of the surface is grass. He stated that they are storing junk vehicles on <br />their site. He stated that he feels there is a double standard from the City because they have to do <br />things that these businesses don't. He stated that their building coming in from Elk River is the <br />most presentable building in the area. He stated that the Amazon Auto property also has no <br />storm water management. He showed pictures of the buffer between the fence behind Franks <br />RV and their property. He stated that they are asking the City to consider this deviation whether <br />or not Rain for Rent is the buyer. He stated that they moved to Ramsey 6 years ago and due to <br />economic concerns are looking to sell the building and feels this is a good company that could <br />provide jobs for the City. <br /> <br />Councilmember Jeffrey stated that from the pictures he would hope the City is following up with <br />the proper abatement on the issues at the surrounding properties. <br /> <br />Community Development Director Miller stated that the City is working with the Police <br />Department on complaints about these properties. She stated that the issue is that this property <br />will not be acquired because of anything happening with the Highway 10 development. She <br />stated that if these requirements are waived, the City may not have any sort of paving or hard <br />surfacing or any say in the future on outside storage, if it is not done now. <br /> <br />Mr. Linnes introduced a representative from Rain for Rent. <br /> <br />Mayor Gamec suggested that perhaps if City sewer and water is put in there could be a <br />stipulation that it must be updated to City standards. He stated that he agrees that this is one of <br />the nicer buildings in the area. He stated that he doesn't see a problem with allowing this <br />deviation now, but agrees perhaps something should be put in, for example, when sewer and <br />water is put in, it needs to be upgraded. <br /> <br />Councilmember Elvig stated that he agreed but noted that it would be nice to get a time limit on <br />this. He asked what tools the City had to say this is a temporary waiver other than the trigger of <br />City sewer and water. He suggested a period of 5 years to allow for the paving to be upgraded. <br /> <br />Mayor Gamec asked if the applicant would agree to a five year term for the paving to be <br />completed. <br /> <br />Chuck Hager, Branch Manager of Rain for Rent, stated that he cannot speak for the management <br />team that would actually purchase the property. He showed pictures of his branch in Columbus <br />City which is on Class 5. <br /> <br />Mayor Gamec stated that he feels the City has to set a time frame on this to make sure they take <br />another look at this. <br /> <br />Mr. Hager stated that this is the second time they have been to the City, so they are very <br />interested in coming here and thinks they can work with this five year review. <br /> <br />City Council / October 14, 2008 <br />Page 10 of 13 <br />
