revised October 10, 2008, and obtaining proper approval from the adjacent property owner to
record a drainage and utility easement.

Motion carried. Voting Yes: Mayor Gamec, Councilmembers Olson, Look, Jeffrey, and
Strommen. Voting No: None. Absent: Councilmembers Dehen and Elvig.

Case #4:

Request for Extension to Submit Final Plat for Summerset Meadows
Subdivision; Case of Summerset Meadows, LLC

Community Development Director Miller reviewed the staff report and noted that the developer
had sent a request to extend time for submitting a final plat in 2006,2007 and 2008. She stated
that the most recent request was for an additional two years, because of continuing challenges in
the Twin Cities residential market. She stated that under City Code and State Statues, granting
this would potentially give the developer another 4 years. She stated that staff took a close look
at this and would recommend a 6 month extension to allow for discussion of this in
comprehensive plan visioning process, but not the additional 2 years.

Mayor Gamec asked if all the preliminary platting has been completed.

Community Development Director Miller stated that they have been completed, but in looking at
this in relation to the comprehensive plan, there is a question of whether this should continue to
be high density residential. She stated that staff believes this is an area where citizens would
really have an opinion.

Councilmember Jeffrey asked if extending this for 6 months will give enough time for that
discussion.

Community Development Director Miller stated that this time frame would allow them to get
through the majority of the adjacent jurisdiction review because the draft comprehensive plan is
due by the end of the year.

Motion by Councilmember Strommen, seconded by Councilmember Jeffrey, to adopt Resolution
#08-10-201 granting a 6 month extension to Summerset Meadows, LLC to submit the final plat
application for the Summerset Meadows subdivision.

Motion carried. V oting Yes: Mayor Gamec, Councilmembers Strommen, Jeffrey, Look, and
Olson. Voting No: None. Absent: Councilmembers Dehen and Elvig.

Case #5:

Request for a Conditional Use Permit to Exceed Sign Size, Number, and
Height Restrictions on a Single Parcel; Case of Schad Tracy Signs

Community Development Director Miller stated that this is a request for an increase in sign area
and per City Code these are processed by a Conditional Use Permit (CUP). She reviewed the
current sign ordinance. She stated that the applicant would like one additional pylon sign on
Highway 10 that would have panels for businesses as well as an electronic reader board. She

City Council!
