CASE A <br />RECEIVE FEAS,LAILTT'Y STUDIES AND INFORMATION MEETING <br />CO:VIMENTS ON DIRT STREET <br />.By., Steven ,iankowski, City Engineer <br />Background: <br />Earlier this summer the City received petitions.fro'm *zee.saparate neighborhoods for the paving <br />of the existing dirt streets, Staff has prepared draft feasibility studies which have been presented <br />to each of the three neighborhoods involved over the past two weeks for initial review and <br />comment; Attached to this case are copies of the feasibility studies and the written comments <br />received from those property <br />owners which attended the informational meetings. The purpase of <br />this, case is to review.the studies and the, issues which were raised by the property owners. <br />;Notice: <br />Meeting attendees were advised that the feasibility reports would be presented to the Public <br />Works Co=ittec at this evening's meeting along with their written comments. Property owners <br />who did not attend were rnailod copies of the report and were also notificd of the topic being on <br />this agenda, <br />LP 08-31 Chameleon Stred'Paving <br />An informational meeting was held 0.11 Wednesday, September 3"d and was -following <br />by e s the <br />20 benefittod property owners, No written comments were rece�ivcd. The following concerns <br />were expressed; <br />• A property owner having two lots, one vacant and encumbered with an overhead power <br />line easement objected to being assessed a full share for this lot and was opposed to the <br />paving project in general, <br />past policy has been to assess any vacant (but buildable) lot an equal assessment share. <br />The City would be unable to deny a building permit providing the proposed residence <br />could meet all setbacks, which this parcel appears to be able to satisfy, The City, woulat <br />have no ability to collect c:n assessment at a later date, <br />The property owner at 17410 Charneloon advised staff of a low lying portion of his lot <br />which is subject to flooding under snowmelt or heavy rain events, <br />Staff will review the grades to dater»zine whether the planned drainage 11nproveftlut its <br />can be modified to correct this problem, <br />1? 08-3415.11' Ave,1 52" dAve & Fluuril:e St Paving <br />An informational. meeting was held on Thursday, Septc;mbar 4`" and was attended by 1'21 of the 24 <br />benefitted property owners, The written comments aro attached to this case and a summary of <br />these are provided as follows; <br />—115— <br />
