For above -ground storage tanks without secondary containment, arrange for a contractor <br />to install containment structures at tanks in the WHP area during a specified time period, <br />1:1. For all above -ground storage tanks, monitor secondary containment structures for cracks <br />and early detection of leaks and notify the tank owner of any cracks or laaks'to ensure <br />that proper repair and cicanup.occurs, <br />12, For unregulated underground tanks, establish agreements with tank owners for acocas to <br />their property, take on the task of monitoring for leaks, and work with the tank owners to <br />ensure that proper repair and cleanup occurs, <br />13.
