The submitted site plan proposes the sign to be located in a drainage and utility easement held by <br />bath the City of Ramsey for drainage and Connexus Energy for utilities. An encroachment <br />agreement would need to be processed with both the City and Connexus prior to building permit <br />issuance. Also, prior to construction the applicant must coordinate with Connexus to determine <br />the exact location of the sign as to avoid conflict with underground utilities. The applicant has <br />supplied a survey of the property showing the proposed location of the sign as well as adjacent <br />utilities. <br />The .subject property includes Coborn's, plus three multi -tenant buildings with the potential total <br />capacity of approximately seventeen (17) tenants. Three sides of the property have public road <br />frontage (Armstrong Blvd,' Sunwood Dr, and Zeolite St) and the south side is bordered by the <br />railroad tracks and Highway 10. However, the sign regulations do not allow for increased <br />signage for multiple frontages or multi -tenant facilities. <br />Staff recommends approval of the request for increased number and square footage, given the <br />tact that the City has granted conditional use permits in the past for multi -tenant retail facilities. <br />Staff also recommends approval of the increase in height to 35 feet because there is a grade <br />change from the proposed location of the sign to Highway 10. Therefore granting the increase in <br />height will bring the sign to similar heights. as other at -grade signs on Highway 10. All approvals <br />should be contingent upon entering into an easement encroachment agreement with the City of <br />Ramsey and Connexus Energy. <br />Recommendation: <br />The Planning Commission met on May 1, 2008 to hold a Public Hearing and recommended <br />approval of the request contingent upon entering into an encroachment agreement with the City <br />of Ramsey and Connexus Energy. <br />Council Action: <br />Motion to adopt Resolution #08-10- adopting Findings of Fact # relating to Schad Tracy <br />Signs' request for a conditional use permit to exceed sign size and height restrictions established <br />in City Code; <br />-and- <br />Motion to adopt Resolution #08-10 aproving Schad Tracy Signs' request to exceed sign size <br />and height restrictions and adopt a resolution declaring terms of conditional use permit, <br />contingent upon entering into an easement encroachment agreement with the City of Ramsey and <br />Connexus; <br />-or- <br />Motion to deny Schad Tracy Signs' request to exceed sign size and height restrictions on a single <br />parcel as proposed, based on the findings of fact. <br />—276— <br />
