CASE #: 6 <br />REQUEST FOR. FINAL PLAT REVIEW OF MICHELS PROPERTY; <br />CASE OF JEANNIE MICHELS <br />By: Tim Gladhill, Associate Planner <br />Background: <br />Jeannie Michels has submitted a final plat application to re -plat two parcels and separate the, <br />existing commercial use Brom the larger, undeveloped parcel. The property is located south of <br />Highway 10 at the border of the cities of Ramsey and Anoka. The following items are enclosed <br />for your information: <br />a) Site location map <br />b) Final Plat <br />c) Drainage and Grading Plan <br />d) Planning Commission Minutes Dated September 4, 2008 <br />e) Proposed Resolution approving Final Plat <br />f) Proposed Development Agreement <br />g) City Staff review letter dated October 10, 2008 <br />Notification: <br />No public hearing is required at the sketch plan stage of a plat. However, the City Council <br />adopted a policy requiring notification of a proposed subdivision be sent out to residents within <br />350 feet of the subject property during sketch plan submittal. <br />Observations: <br />The subject property is approximately 5.08 acres in size and is zoned both R-1 Residential and E- <br />1 Employment. If the proposed plat is approved,. Outlot A would continue have a dual zoning <br />designation. No comprehensive plan amendment or zoning amendment is being proposed at this <br />time. City staff recommends amending the land use and zoning designation through the current <br />Comprehensive Plan Update. The existing facility on Lot 1 is zoned E-1 Employment would <br />comply with lot coverage and setback requirements within City Code. <br />A portion of Outlot A is within the Mississippi River Critical Area Overlay District. Staff has. <br />forwarded the request on to the Minnesota Department of Natural Resources for comment. Lot 1 <br />currently gains access from Highway 10. Staff has also forwarded the request to the Minnesota <br />Department of Transportation. The Minnesota Department of Transportation has replied that the <br />proposed plat should have little impact on its transportation system or right of way. <br />No connections to municipal services are being proposed at this time. The current facilities on <br />Lot 1 are currently served by private well and septic. It appears that the location indicated as a <br />secondary septic system is partially encumbered by a prepared surface for a driveway, and may <br />—295— <br />
