He stated staff has had discussions with the adjoining property owners to discuss <br />access and the possible expansion of Highway 10; as the City goes through the expansion of <br />Highway 10, none of the parcels can be left landlocked. <br />Acting Chairperson Levine requested further information about the regional trail. <br />Associate Planner Gladhill stated there is an informal trail at King's, Island at the present time <br />and there are plans for this area to connect with the Mississippi River National Recreation Area; <br />staff will be working simultaneously with the City of Anoka on this. <br />Associate Planner Gladhill stated this item will not come back to the Planning Commission since <br />the next stage is the final plat which would go directly to the Council. <br />Margaret Devore, 6166 Rivlyn Avenue, appeared before the Planning Commission and presented <br />a drawing of the Rivlyn Avenue cul de sac where she lives, She stated that she and her neighbors <br />just want their block to stay residential and implored the City to leave them alone. She indicated <br />they have hired an attorney and they are in the process of obtaining a petition. <br />Associate Planner Gladhill reiterated there are no plans for any residential development at this <br />time on the subject property; if a proposal is received, all affected property owners will be <br />notified. He suggested Ms. Devore also attend the Park and Recreation Commission meeting to <br />voice her concerns. <br />Case #4: Public Hearing — Request for Comprehensive Plan Amendment; Case of City <br />of Ramsey <br />Acting Chairperson Levine closed the regular portion of the Planning Commission meeting at <br />8:31 p.m. in order to call the public hearing to order. <br />Public Hearing <br />Acting Chairperson Levine called the public hearing to order at 8:31 p.m. <br />Presentation <br />.Associate Planner Gladhill stated the City has recently approved a site plan for Ramsey -Arbor <br />Properties for the development of a multi -tenant building at the corner of Armstrong Boulevard <br />N.W. and Riverdale Drive NX in Alpaca Estates. He explained it has been brought to the <br />City's attention that extension of sanitary sewer and municipal water to this site will require a <br />minor comprehensive plan amendment; the property is in the Metropolitan Urban Service Area <br />but the Development Staging Plan in the 2001 Comprehensive Plan indicates this particular area <br />is scheduled for services between 2010 and 2015. He stated that in addition, the Norfolk Office <br />building was also constructed in this area in 2004 and serviced with sanitary sewer and municipal <br />water; that building is now occupied by Milestone Radio (K106 BOB FM).
