CASE # 10 <br />RECEIVE PLANS AND SPECIFICATIONS FOR IMPROVEMENT PROJECT #06-30 <br />ERMINE BOULEVARD CULVERT REPLACEMENT <br />By: Steven Jankowski, City Engineer <br />Background: <br />This project is being undertaken to achieve two goals. It will replace the six foot diameter round <br />concrete culvert which transmits flow from Trott Brook beneath Ermine Boulevard with a larger <br />6 foot by 14 foot box culvert. This existing culvert has open joints which is causing the loss of <br />material from under the road bed. There are no culvert entrance or exit transitions which <br />contribute to erosion particularly downstream of the culvert. The larger culvert will also reduce <br />the upstream 100 year flood elevation which will remove a residence from the floodway. <br />At this time plans and specifications have been prepared and all necessary permits have been or <br />will be obtained within the three week bid advertisement period. A Conditional Letter of Map <br />Amendment (CLOMA) has been received from the Federal Emergency Management <br />Organization. (FEMA) to ensure that the floodplain revision will be approved following the <br />culvert replacement. Staff has met with all four of the property owners adjacent to the project <br />who have verbally consented their permission to enter onto their properties to pursue this work. <br />A written release is being prepared by the City Attorney for their signatures. <br />The tinning of this project is somewhat critical. A condition of the LRRWMO permit is that the <br />construction should take place during late fall or early winter to take advantage of low flow <br />conditions. It is hoped that the grading work on the upstream and downstream approaches can <br />be accomplished prior to deep frost being encountered. The project is anticipated to require the <br />closure of Ermine Boulevard at the project site for approximately three weeks. Staff will be <br />notifying the neighborhood. <br />Financial Impact: <br />The estimated construction cost of this project is expected to be $153,000 which will be financed <br />by the Storm Water Utility. Following the project a Final .Letter of Map Amendment (LOMA). <br />will -need to be obtained from FEMA. <br />Recommendation: <br />Staff recommends the plans and specifications for IP #06-30 be accepted and that they be <br />directed to solicit bids for construction. <br />Action: <br />Motion to accept plans and specifications for IP #06-30 and that staff be directed to solicit bids <br />for construction. <br />Reviewed By: <br />City Administrator <br />Director of Public Works/Principal City Engineer <br />CC: 10/14/08 —357— <br />
