COUNCIL BUSINESS <br />Case #1: Public Hearing and Levy of Assessments for Past -due Charges on <br />Municipal Utility Bills and Current Services Rendered <br />Mayor Gamec closed the regular portion of the City Council meeting at 7:18 p.m. in <br />order to conduct a public hearing. <br />Public Hearing <br />Mayor Gamec called the public hearing to order at 7:18 p.m. <br />Presentation <br />Finance Director Lund stated that these accounts are 60 days past due to the City. She <br />noted that residents have been notified, by letter that they are delinquent and have until <br />November 7, 2008 to pay the balance and after that time it will be certified to the County <br />and placed on 2009 property taxes. She stated that the current amount outstanding would <br />be $347,288, which includes penalties and interest. <br />Citizen Input <br />Brian Kowalzek, 7320 151St Lane, stated that he had a written objection, which is two- <br />fold. He stated there is no set amount for assessment and he has never been given a total <br />dollar value, and the assessment is for the lighting improvements. He stated that there are <br />no lights on 151St Lane and for the City to add an assessment to his property, the City <br />needs to prove added value to his property. <br />Mayor Gamec stated that how this works is that everyone in the City has a charge for that <br />service and although it shows up as an assessment, it is a charge for the use of the street <br />lights throughout the whole City. <br />Finance Director Lund stated that every resident gets three charges; priority streetlight, <br />recycling and storm drainage. She stated that the bills used to come from Connexus and <br />many residents that received the $18.76 charge weren't aware it was on the bill, but it did <br />state it was City services and it was outlined on the back side of the bill. <br />Mr. Kowalzek stated he has no problem with the recycling charge, but he was looking for <br />total assessment and asked what the final bill is for lighting. <br />Finance Director Lund stated that she believes it is about $1.33 a quarter, but the three of <br />them together are $18.76. <br />Mr. Kowalzek asked when these charges will end. <br />City Council / September 23, 2008 <br />Page 5 of 21 <br />
