Met Council approval of the Comprehensive Plan amendment, and that staff come up <br />with an acceptable landscape plan, without irrigation as long as a rain garden is in place. <br />Further Discussion: Councilmember Elvig stated that he has concerns that their parking <br />lots will require custom plowing. He cautioned that if they do a lot of that and push it to <br />the southeast corner there would be a fairly large snow bank there, which could be a <br />concern for traffic. He stated that he wanted to make sure that the church was alert to this <br />issue. Councilmember Dehen stated that he doesn't think staff should come up with <br />acceptable landscape plan, but the church should. Mr. Dufond stated that will do as they <br />have the other things and have staff work with them to give feedback on what they like <br />and don't like. He stated that he sees this as an opportunity to work together because <br />there is some expertise on staff, for example, he has talked with Mark Riverblood about <br />some landscaping issues. Councilmember Jeffrey stated that it was his intent for the <br />church to create the landscaping plan so it is acceptable to staff. Councilmember <br />Strommen stated that she agrees that this issue may be coming down the pike and would <br />hate to have policies that discourage this kind of thing in our ordinance. Assistant <br />Community Development Director Frolik stated that she was just at a Planners <br />Conference in Duluth and there was a session on rain gardens. Councilmember Elvig <br />stated that something, he would like the church to consider is interior structuring that <br />would give shelter in a storm because this will be a big building with a lot of wind <br />surface. <br />Motion carried. Voting Yes: Mayor Gamec and Councilmembers Jeffrey, Olson, Dehen, <br />Elvig, Look and Strommen. Voting No: None. <br />Case #9: Introduce Ordinance Amending Sections 7.61 (Charitable Gambling) <br />of City Code <br />Mayor Gamec reviewed the discussion from the September 8, 2008 Work Session that <br />this ordinance be amended to allow Anoka organizations with 50% or more of their <br />members being Ramsey residents to apply to conduct charitable gambling in Ramsey. <br />Motion by Councilmember Elvig, seconded by Councilmember Look, to Introduce an <br />Ordinance Amending Section 7.61, Charitable Gambling of City Code. <br />Motion carried. Voting Yes: Mayor Gamec and Councilmembers Elvig, Look, Dehen, <br />Jeffrey, Olson and Strommen.
