ORDINANCE #00-10 <br /> <br /> CITY OF RA3'ISEY <br />AIN 0 IC~ COUNTY <br />STATE OF ~LINNESOTA <br /> <br />AN .~IENDMENT TO CHAPTER 4 OF THE CITY CODE WHICH CHAPTER IS <br />I~NOWN AS THE PUBLIC FACILITIES AND IMPROVEMENTS CHA~PTER OF THE <br />CITY CODE OF 1L.~2VISEY, MINNESOTA. <br /> <br />AN ORDINANCE AMENDING SECTION 4.80 TO THE CITY CODE, WHICH <br />SECTION 4.80 IS ENTITLED "STORM DRAINAGE UTILITY" A~ND WHICH <br />SECTION WAS ADOPTED PURSUANT TO CITY ORDINANCE #00-01. <br /> <br />The City of Ramsey ordains: <br /> <br />SECTION 1. AMENDMENT <br /> <br />Subsections 4.80.02 Sub& 3, 4.80.03, 4.80.04 and 4.80.05 are amended to provide as follows: <br /> <br />4.80.02 Findings and Determinations. In providing for such charges, the findings and <br />determination set out in this Subsection are made. <br /> <br /> Subd. 3. In imposing charges, it is necessary to establish a methodology that <br />undertakes to make them just and equitable. Taking into account the status of completion of the <br />system, past methods of recovering system costs, the topography of the city and other relevant <br />factors, it is determined that it would be just and equitable to assig-n responsibility for some or all <br />of the future costs of operating, maintaining and improving the system on the basis of the <br />expected storm water runoff from the various parcels of land with/n the City during a standard <br />five-year rainfall event. <br /> <br />4.80.03. Rates and Charges <br /> <br /> Subdivision 1. Residential Equivalent Factor. Rates and charge for the <br />use and availability of the system shall be determined through the use of a Residential Equivalent <br />Factor ("REF"). For the purposes of this Section, one REF is de£med as the ratio of the average <br />volume of surface water runoff cormng from one acre of land and subjected to a particular use, to <br />the average volume of runoff coming from one acre of land subjected to typical single-family <br />residential use within the City during a standard five-year rainfall event. <br /> <br /> Subd 2. Residential Equivalent Unit. Rates and charges for the use and <br />availability of the system shall be determined through the use of a Residential Equivalent Unfit <br />("REU").
