I <br /> <br />I <br /> <br />CASE <br /> <br />REQUEST FOR A CONDITIONAL USE PERMIT FOR A HAIR AND <br />TANNING SALON IN A HOME; CASE OF REBECCA WISSLER <br />Megan Wald, Community Development Assistant <br /> <br />Background: <br /> <br />On August 15, 2000, the City received an application from Rebecca Wissler for a conditional use <br />permit for a home occupation to establish a hair and tanning salon in her home located at 6614 <br />153rd Lane NW. Mrs. Wissler currently rents space for her hair salon in a muki-tenant <br />commercial building on 167~ Avenue. <br /> <br />The following items are enclosed for your information: <br /> <br />a) <br />b) <br />c) <br />d) <br /> <br />Site location map <br />Site plan <br />Proposed Findings of Fact <br />Proposed Conditional Use Permit for a Home Occupation <br /> <br />Notification: <br /> <br />In accordance with State Statute, City Staff attempted to notify property owners within 350 feet <br />of the subject property of the public hearing. <br /> <br />Observations: <br /> <br />Rebecca Wissler is proposing to convert her attached garage to habitable space in the home and <br />construct a detached garage. She is requesting a home occupation permit to establish a hair and <br />tanning salon in the remodeled room. The room complies with the 20% restriction for the area of <br />a home that can be devoted to a home occupation. Rebecca will be the sole employee and she <br />expects to service approximately 30 clients.per week. She is requesting hours of. operation as <br />follows: <br /> <br />Monday 9:00 AM to 8:00 PM <br />Tuesday 9:00 AM to 5:00 PM <br />Wednesday 12:00 PM to 8:00 PM <br /> <br />Thursday 9:00 AM to 8:00 PM <br />Friday 9:00 AM to 6:00 PM <br />Saturday 9:00 AM to 5:00 PM <br /> <br />Similar permits have been granted by the City in the past. <br /> <br />The Planning Commission reviewed the request and held a public hearing on September 5, 2000. <br /> <br />Recommendation: <br /> <br />The Planning Commission recommended approval of the home occupation request by Rebecca <br />Wissler to establish a hair and tanning salon in her home. Based upon the City Attorney's <br />review subsequent to the Planning Commission meeting, staff is recommending that item <br />number 2 in the Conditional Use Permit be changed to read "This Permit is perpetual in its <br /> <br />-135- <br /> <br /> <br />
