AWARD CONTRACT FOR IMPROVEMENT PROJECT #99-51,153ra AVENUE 1N.W./I$5th <br />Avenue N.W. Extension <br /> By: Steven J. Jankowski, City Engineer <br /> <br />Background: <br /> <br />Attached to this case is a copy of the Capital Improvement Program sheet containing the project description <br />and justification. On Wednesday, September 6, 2000, bids were opened for Improvement Project #99-51, <br />153rd Avenue N.W./155 th Avenue N.W. Extension. Weidema <br /> <br />$716,399.48 <br />$733,643.38 <br />$757,419.65 <br />$816,499.90 <br />$822,636.25 <br />$876,998.79 <br /> <br />Engineers Estimate <br /> <br />$807,000.00 <br /> <br />The low bid submitted from Forest Lake Contracting is over $90,000 below the engineers estimate of' <br />$807,000. This low bid represents a very attractive contract price for tiffs project. To date the City has <br />obtained six of the seven parcels necessary for tkis construction. This single remaining parcel is owned by <br />Mr. Reginald Vasseur and he has turned negotiation, for the parcel over to his attorney. <br /> <br />The low bid contractor, Forest Lake Contracting, would like to commence grading for the project <br />beginning this fall. Forest Lake has indicated that they would be willing to agree to refrain from working <br />on Mr. Vasseur's property until next spring, if necessary. The City can assure access to Mr. Vasseur's <br />parcel by March 1, 2001 by filing a quick take condemnation with the County before December 1, 2000. <br /> <br />Recommendation: <br /> <br />It is staff's recommendation to award the contract to Forest Lake Contracting in the amount of <br />$716,399.48, contingent upon a supplementary agreement with Forest Lake whereby the contractor would <br />agree to refrain from entering Mr. Vasseur's property until March 1, 2001 unless a right-of-entry is <br />obtained by the City. <br /> <br />Council Action: <br /> <br />Motion to authorize award of Improvement Project #99-51 to Forest Lake Contracting in the amount of <br />$716,399.48, contingent upon a supplementary agreement with Forest Lake whereby the contractor would <br />agree to refrain from entering Mr. Vasseur's property until March 1, 2001 unless a right-of-entry is <br />obtained by the City. <br /> <br />Reviewed by: <br />City Attorney' <br />City Administrator <br />Director of Public Works <br />Finance Officer <br /> <br />CC: 09/26/00 -1 §§- <br /> <br /> <br />
