CASE

PUBLIC HEARING AND LEVY OF ASSESSMENTS FOR PAST-DUE CHARGES ON
MUNICIPAL UTILITY BILLS AND CURRENT SERVICES RENDERED
By: Diana Lurid, Finance Officer

Background:

The City of Ramsey provides varying services that are billed directly to residents through the
municipal utility bill [via AEC] and through invoices. During 1994, the City passed Ordinance
#94-13 which allows for the certification of payments for current services that are delinquent as
of September 1 of each year.

This is the fifth year that the City 0f Ramsey will be certifying delinquent payments as
assessments to be collected with property taxes payable in 2001. The total of delinquent
payments as of the writing of this case was $4,575.83 [which includes penalties and interest].
This amount is anticipated to change after collections through September 26, 2000 are posted.
The new amount will be the amount to be included in the attached resolution for certification.
Any payments received after September 26, 2000, and through November 3, 2000, will be
indicated as "prepaid" when the list is transmitted to Anoka County for certification.

Attached is the resolution certifying the delinquencies and the most current list of delinquent
billings. ~..

Council Action:

Hold public hearing and then motion to adopt Resolution #00-09-XXX Adopting Assessments
for Past-Due Charges on Municipal Utility Bills [Which May Include Water, Sewer, Street
Lighting, Recycling Charges and Penalties Incurred] and Current Services Rendered.

Reviewed By:

City Administrator
Finance Officer

CC: 09/26/00

-65-
