CITY COUNCIL WORK SESSION
Topic Report: IP 08-32 Andrie Street/164th Lane Street
Improvements

d-

----

By: Steven Jankowski, City Engineer

Background:

At the October 7, 2008 City Council work session a discussion of how assessments for certain
improvements on Municipal State Aid (MSA) streets should be made resulted in the following
reCommendations:

. 50% of a standard width city street (up to 32 feet) be assessed with the remainder of the
project cost coming from MSA fimd
. 25% of the concrete curb and gutter be assessed when no concrete curb and gutter
preexisted. The remaining costs would come 25% from the Stonn Water Utility and 50%
fromMSA funds. .
. Stonn s~wer would not be assessed but would be financed either through MSA fimds or
the Stonn Water Utility.

As a result of this direction staff has been able to complete the financing portion of the feasibility
study for IP 08-32.

Staff will have copies of the revised feasibility study for this project available at the meeting for
final review. If this is acceptable to the Council it will be asked to set a date in late November for a
Public Hearing on the project. Should this project not be acceptable to the benefitted properties, staff
will propose a bituminous overlay of these streets in the 2009 Street Maintenance Program. You
will recall the overlay project was withdrawn from the 2008 program to allow for the consideration
of this expanded scope project.

Attachments:

To be delivered at the meeting

Action Statement:

Recommend that a public hearing be held on the feasibility study for IP 08-32 Andrie Street and~
16411\ Lane Street Improvements .

Reviewed by: ~ / n
City Administrator ... ~.
t

CCWS:

10/21/08
