CITY COUNCIL WORK SESSION

Topic Report: Impact of MSA Assessment Policy

:3
.....::::=:.--' ,

By: Steven Jankowski, City Engineer

. Background:

At the October 7, 2008 City Council work session a discussion of how assessments for certain
improvements on Municipal State Aid (MSA) streets should be made resulted in the following
recommendations: '

. 50% of a standard width city street (up to 32 feet) be assessed with the remainder of the
project cost coming from MSA funds
. 25% of the concrete curb and gutter be . assessed when no concrete curb and gutter
preexisted. The remaining costs would be financed'either through MSA funds or the Stonn
Water Utility.
. Stonn sewer would not be assessed but would be financed either through MSA funds or
the Stonn Water Utility.

The Council asked staff to provide examples' showing how this policy would relate into costs and
assessments on similar MSA Streets that may petition for similar projects.

Attachments:

Staffwill prepare cost estimates for several MSA streets having varying densities and present them
at the meeting.

Action Statement:

No action required; infonnation only.
Reviewed by: ~.. 2.
