-132- The Planning Commission met on October 3 and conducted a public hearing. There were no written or verbal comments submitted at the heating. Related to the request for a conditional use permit, Mr. Kempf is requesting that the $100.00 application fee and $300.00 escrow fee be waived because he feels the need for the fence is a direct result of the Hwy. #47 improvement project. Recommendation: The Planning Commission recommends approval of the request for a 6 foot high fence, but only for one that is located entirely on the Subject Property. Evidence of a permit from Mn/DOT will be required Ibr a fence that encroaches the highway right-of-way. Staff has also drafted the permit to require placement of address numbers on the fence that are at least 4 inches in height per the recommendation of Fire Chief/Public Works Director Dean Kapler. The request for a waiver of the conditional use permit application and escrow fees will be based on Council's discussion.
