September 29, 2000 Ramsey Planning Commission 15153 Nowthen Blvd., NW Ramsey Nk-N 55303 OCT .0 2 20OO [ Dear Planrfing Commission Members, In reference to the request by Amy Ross for a Conditional Use Permit for a private dog kennel on the property located at 8100 154~' Avenue NW, we respectfully request the permit be denied. As a pet owner and neighbor, we are aware of the large number of dogs already riving in the area. While her efforts to keep barking and waste under control are commendable, we don't feel those are the only issues that wilt arise from having the e,'ara dogs on her property. We don't support the idea of having dogs debarked; we feel that is inhumane and a lazy approach to responsible pet ownership and training. We also are concerned that owners of the visiting dogs will be opposed to using bark collars and that will create problems in the future that we as neighbors will have to live with. While excessive barking during the night hours is unlawful, excessive barking during the day is a headache. The letter we received also states nothing about whether there will be puppies on the property. And finally, while we believe Ms. Ross will do a goodjob of containing all the dogs on her property, as a resident, she must be aware of the number of dogs that frequently run through our neighborhood unleashed. They cause many problems for those of us who own dogs. Having females in heat regularly on her property certainly can't make all these unwelcome visits from loose dogs any better.
