CASE #

REVIEW AND AUTHORIZE STAFF TO ACCEPT BIDS
FOR THE OLD TOWN HALL

Klm Moore-Sykes, Assistant City Administrator

Background: On June 27, 2000, the City Council authorized Staff to schedule' and work
with individual contractors to complete the renovation of the Old Town Hall. Since then,
Staff has worked to provide Council with a list of interested contractors for this project:
several local repair services were contacted to finish the interior; tuckpointing contractors
were asked to provide estimates for repairing the brick exterior; and HVAC contractors
have been contacted about finishing the ducting work but to date have had no responses.

Merrill Dykema of AAA Handyman Service, Inc., responded to the City's request for
interior finishing work. Mr. Dykema agreed to provide an estimate to the City for the
interior finish work. Staff provided a list of unfinished interior items as listed in the July
26, 2000 completion report compiled by KKE, (i.e. installation of the wainscotting and
chair rail; installation of interior and front doors; ceramic tiling and installation of
bathroom sink and commode: and painting).

Observations: Despite several attempts to contact Mr. Dykema, Staff has not received a
response. As such, Staff is trying to contact other repair service businesses that may be
interested in working on the Old Town Hall project. More information may be available
to the Council at the Council meeting on October 24d'.

Staff also continues to search for a contractor to finish the HVAC work. Any information
or estimates that are received prior to the Council meeting regarding an HVAC contractor
will also be presented to Council on October 24th.

Staff has received three estimates for tuckpointing or exterior brick repair from the
following three vendors:
Building Restoration $29,494
Macpherson-Towne Co. $23,175
James Stenquist $20,000

The above estimates reflect the higher of the bids submitted, if more than one bid was
submitted by the vendor.

As previously discussed, financing for this project is anticipated to come from money that
is due to the City as the result of the City of Anoka's use of City rights-of-way.

-209-
