CASE # RECEIVE BIDS AND AWARD CONTRACTS FOR THE CONSTRUCTION OF 143m~ AVENUE NW BETWEEN JASPAR STREET AND C.R. #116 By: Brian E. Olson, City Engineer Background: Improvement Project 00-21 consists of 0.5 miles of City street with watermain, sanitary sewer, and storm sewer to serve the development of over 56 acres of commercial~ and industrial property, identified as the Makens property. Authorization to advertise for bids was ordered on September 13, 2000, and bids were received Friday, October 6, 2000. This item was tabled at the October 10, 2000, City Council meeting due to the absence of signed documentation regarding right of access. Seventeen (17) bids were received and ranged from $497,580.48 - $589,784.75. A summary of the bidding is as follows: Bidder Amount of Bid Erickson Construction, Inc. Barbarossa & Sons S.J. LaTour Construction, Inc. $497,580.48 $505,994.00 $517,325.50 $517,929.28 $520,650.85 $524,681.11 Engineers Estimate $582,157.75 The low bid submitted from Erickson Construction, Inc. is over $80,000 below the engineers estimate. This low bid represents a very attractive contract price for this project. Erickson Construction, Inc. has completed similar work satisfactorily in the past and it is the recommendation of Hakanson .~mderson Associates to award the Contract to them. To date we have yet to receive signed right-of-entry agreements for the parcels necessary for this construction. We expect to have the signed documents before October 24, 2000. The low bid contractor, Erickson Construction, Inc., would like to commence utility construction and grading for the project beginning this fall. As part of the Specifications, there is a completion date for the utilities of December 15, 2000. This was written into the Specifications so as to allow the utility trenches an opportunity to settle over the winter before construction of the street Occurs. -217-
