Commissioner Dehen asked if anyone besides himself would like to get a correct appraisal.

Commissioner Look stated that he would like to see a correct appraisal.

Commissioner Elvig stated that he wasn't sure that it matters.

Commissioner Strommen stated that she definitely does not think the City should use the
appraisals presented tonight.

Commissioner Gamec. stated that he would like to make sure the park access road is included in
whatever property is purchased.

Community Development Director Miller asked if the plan was to purchase the 3.1 acre parcel
and then tell them that they had to relocate the house.

Commissioner Strommen stated that the last time the City did that the. City ended up giving away
the house.

Commissioner Elvig suggested that the City could just re-sell the 3.1 acres with a deeded
easement for access to the park.

Commissioner Strommen stated that the City will still have relocation costs for the people that
are currently living in the home.

Assistant City. Administrator Nelson suggested. that perhaps the City could just purchase the
easement and leave the property ownership alone.

Commissioner Dehen asked if Commissioner Elvig's nervousness was that the property would
go back to the bank and then the current easement will evaporate. He suggested that the City get
a legal opinion on whether this fear is actually accurate.

Commissioner Strommen noted that the City will somehow need to have a permanent easement.

Commissioner Elvig agreed that it made sense to get a legal opinion.

Community Development Director stated that. since time was running short, she suggested that
staff get additional information regarding the appraisals and the easement, as well as the status of
possible foreclosure on the property.

Commissioner Strommen stated that she doesn't see the HRA connection with the property.

Commissioner Elvig stated that he would like staff to take a look at the possibility of just
purchasing the easement on the 3.1 acre lot.

Commissioner Dehen asked why the City would need to purchase the entire 14.2 acre lot and
couldn't just purchase the portion needed for the water tower.

Housing and R~development Authority I August 26, 2008
Page 8 of 10

8
