<br />A map identifying foreclosed sites since 2006 is attached. A higher concentration of <br />foreclosed activity is reflected in several neighborhoods. <br /> <br />4. How many police calls are generated from foreclosed and vacant properties? <br /> <br />This data is not currently available without reading each police report. Police <br />. administration is looking into adding that query on the new code enforcement <br />software in order to facilitate tracking the requested data. However, the software <br />would only be capable of tracking code violations (tall grass, outside storage of <br />debris, etc.). We still may not be. able to track criminal activity (break-ins, vandalism, <br />etc. at foreclosed homes without review each.incident report. <br /> <br />.5. What programs are other communities offering for hOnie purchase and rehab <br />assistance? <br /> <br />Coon Rapids: <br />. Offers 4 types of home rehab and improvement loans for all income levels at <br />various interest rates and deferment options. <br /> <br />Bloomington: <br />. Home improvement loans for low-moderate income homeowners with <br />repayment deferred until the recipient. sells, transfers title or no longer lives in <br />home. <br />. Neighborhood home improvement loan program that selects a different target <br />area each year to improve and stabilize existing neighborhoods. <br />. Citywide loan program to assist property owners with serious code or health <br />safety violations; repayment deferred until recipient sells or transfers title. <br /> <br />Roseville: <br />. Home improvement loan for homes at least 25 years old- low interest - owner <br />occupied - $20,000 maximum - income restricted to at or below 120% of . <br />median household income. <br /> <br />Anoka: <br />. Home improvement loan at 5% to 5.5% interest for income levels of $60,000- <br />$89,000, for a maximum of$25,000. <br />. Rebate to homeowner for up to 10% of the cost for major home <br />improvements. <br /> <br />The City of Anoka's HRA was also considering implementing a program, that is <br />not income dependent, that would provide down payment assistance to people <br />purchasing foreclosed or vacant homes. They have decided against that plan and <br />are considering a rehabilit~tion or home improvement loan program to persons <br />that purchased foreclosed homes. <br /> <br />Minneapolis and 81. Paul, as well as numerous other communities, have an array <br />of programs for homebuyer assistance and rehab. <br /> <br />12 <br />
