Economic Development Coordinator Sullivan replied this would be a possibility, but it would be
at the direction of Council.

It was noted that there will be more information available with the Buxton Study and that staff
will be meeting with Mr. Peterson shortly.

Consensus of the Board was that no action be taken until the results of the Buxton Study are
complete in order to determine if there is a specific demand for this area.

Case #5:

Consider Marketing Opportunities

Economic Development Coordinator Sullivan reviewed that at the June EDA meeting, the Board
authorized him to participate in the Anoka Area Chamber map. He stated he has been
approached by two other marketing groups with marketing opportunities.

Town Planner Calendar: Cost of $1,410 would include identification of six community events
each month, identification of city council meetings, and the bus service schedule. Anoka and
Ramsey businesses would pay to advertise in the calendar.

Prime Advertising Community Newsletter and Community Guide: Ramsey would be paired with
the City of Anoka.Only the businesses that pay for the advertising would be included in the
Community Guide, which is similar to the guide put out by the Chamber of Commerce. He
pointed out that Ramsey has been trying to separate itself from the City of Anoka, and that
including both of the cities the way it is laid out in the Prime Advertising product may defeat that
purpose.

The Board reviewed and discussed the example products of the Town Planner and Prime
Advertising.

Motion by Member LeTourneau, seconded by Member Skaff, to authorize staff to place an ad in
the Town Planner based on the staff recommendation, and not to proceed with Prime Advertising
at this time.

Further discussion: Member Letourneau encouraged including the bus schedule and information
about the City of Ramsey web site wherever possible. Economic Development Coordinator
Sullivan noted the City logo and the bus service logo could likely be included as well. Member
LeTourneau questioned if there is the same concern with the Town Planner as with Prime
Advertising in relation to AnokalRamsey branding. Economic Development Coordinator
Sullivan noted the branding is not as blatant in the Town Planner.

Motion carried. Voting Yes: Chairperson Riley, Members Kiefer, LeTourneau, Skaff, and
Steffen. Voting No: None. Absent: Members E1vig and Strommen.

Case #6:

Staff Update

The EDA reviewed the Staff Update.

Economic Development Authority/ September 4, 2008
Page 6 of7
