She stated she' would be opposed to <br />disrupting the current status of the residents there. <br /> <br />Mr. Dickinson stated he would be amenable to this. <br /> <br />Civil Engineer II Linton stated a large portion of the property appears to be located in the 100 <br />year floodplain, making it unbuildable. <br /> <br />Parks Supervisor Riverblood stated it will be important to keep in mind that when a new lot(s) is <br />created, the park dedication requirements will be triggered; because the property has both <br />residential and commercial designations, the equation will be different for each. He stated that <br />anyone purchasing the property should be made aware of these requirements and any <br />recommendation by the Park and Recreation Commission should include language regarding the <br />minimum 35' corridor for trail purposes, a grade of less than 5% between Rivlyn Street and <br />King's Island, and minimal tree loss. He added given the fact that the City has no land on the <br />Mississippi River, the City may want to look at acquiring additional property from any willing <br />sellers. He stated if there could be some general agreement about this, it could be made a part of <br />the 2009-2013 Capital Improvement Program for the City. He indicated it was his understanding <br />that the applicants may have had an appraisal done on the property and if so, it may be helpful to <br />ask for an additional appraisal to get an opinion on what two acres might look like to understand <br />the value. <br /> <br />Mr. Dickinson stated they are on a relatively fast track to sell the property. He added the Park <br />and Recreation Commissioners and/or City representatives are welcome to view the property at <br />any time. <br /> <br />,Commissioner Shryock asked if a tree survey has been completed on the site. <br /> <br />Ms. Michels replied that a tree survey has not been done yet. <br /> <br />Commissioner Shryock stated she would be in favor of looking at trail placement once the <br />property is divided. <br /> <br />Parks Supervisor Riverblood stated that staff anticipates this matter coming before the Planning <br />Commission in October and it would be helpful to have the tree survey and the 100 year <br />floodplain delineation completed prior to that meeting. <br /> <br />Commissioner Shryock suggested denoting the beginning and terminus of the trail and leaving <br />the exact location of the trail up to the developer. <br /> <br />Parks Supervisor Riverblood stated it appears the applicants only desire to obtain a <br />recommendation from the Park and Recreation Commission that the City Council require the <br />dedication ofa minimum of35 feet of trail corridor from Rivlyn Street to King's Island proper. <br />He stated the City will need to determine the formula relative to park dedication and if the <br />Council determines the easement is not owned by the City, then the City would not necessarily be <br />entitled to a trail corridor in that specific location. <br /> <br />Park and Recreation Commission/September 11, 2008 <br />Page 4 of 10 <br />
