He stated that NLS requested
the storage area include some climate controlled areas and they also requested a work bench in
the storage area.

Commissioner Shryock suggested having two separate storage areas, one for use by coaches to
store their equipment and the other storage area should be locked and available for use only by
City staff.

Commissioner Backous agreed with Commissioner Shryock's suggestion. He stated that NLS
requested a lockable office space with an outside roll down window for team check-in, etc. He
explained that NLS also requested an upper level area with windows on the field side for
tournament monitoring, including weather monitoring; this upper level could also be open with a
railing around the perimeter. He stated this area could also be used for meeting space.

Parks Supervisor Riverblood stated the input obtained by Commissioner Backous will be helpful
to staff in planning the building. He then presented several photographs of park buildings in
other cities, including Miller Park in Eagan; these buildings ranged in price from $122 per square
foot up to $232 per square foot.

Commissioner Shryock stated she would like to see a building design that stands out and is
unique to the City.

Commissioner Backous suggested exploring various types of energy for the building, including
wind, solar, and/or geothermal. He stated the building could serve as an educational tool
regarding energy use.

Consensus of the Commission was to direct staff and Commissioner Backous to II;1ove forward
with the design of a community building for Elincrest Park.

Parks Supervisor Riverblood stated the Park and Recreation Commission should plan to present
its recommendation to the City Council in 2008 and ask for Council's input on the process.

Chairperson Johns expressed the Park and Recreation Commission's thanks to Commissioner
Backous for working with staff and providing stakeholder research on the community building.

Commissioner Barr left the meeting at 7:47 p.m.

COMMISSION/STAFF INPUT

.
